ALL OTHER DIVISIONS : Travelling team is allowed 15 minutes. No grace period for home team of any Division, but allow to finish preparing the field if necessary, and report in your referee report. SUBSTITUTIONS : ALL DIVISIONS : Each team is allowed 18 PLAYERS on the ROSTER ALL players, within the limits above, may be used IN AND OUT during the whole game at the referee discretion. RE-SUBSTITUTION is allowed. Substitutions must be made according to FIFA rules: 1. Can be made at ANY STOPPAGE of the game 2. Players must enter the field from the center line AFTER the player being substituted has left the field. EJECTIONS: Return pass of the ejected player to the Garden State Soccer League for all infractions EXCEPT the ones involving PHYSICAL ABUSE of the referee. YOU MUST GIVE A DETAILED EXPLANATION OF THE REASON FOR THE EJECTION, IN YOUR REPORT. USE OF JUNIOR PLAYER : A team intenting to use a junior player, MUST show the junior player pass and a PERMISSION (form NJ-2101) signed by the junior team coach, the junior team District Commissioner and the NJSSA Regitrar or Assistant Registrar. Please return such PERMISSION to the team, together with the Youth pass, at the end of the game. SPECIAL INSTRUCTIONS : 1. EACH team MUST give you a line-up form: a) Keep the original copy and return with your report b) Give second copy to opposing team 2. Line-up must be received BEFORE the game starts: no player other than the ones marked should be allowed to play. 3. As long as the player's name is on the line-up before the game starts, he his allowed to participate in the game even if he shows up late. 4. Each participating player must SIGN the line-up form, and shall have a unique shirt number ASSIGNED to him. 5. If team wishes to check the opposing team's passes, the referee WILL check the passes AT THE PRESENCE of such team's manager or coach. 6. You may be notified by the League's Arbiter, or by the State Referee Assigner, or by the League's President, that a player does not have a player's pass, but is allowed to participate in the game. In this case such player will be allowed to participate provided that he shows some kind of identification (driver's license, passport, etc...) IF NO IDENTIFICATION IS AVAILABLE, HE SHALL NOT BE ALLOWED TO PLAY. ON YOUR REPORT YOU WILL INDICATE SUCH CASE AND THE NAME OF THE PLAYER AND HIS/HER SOCIAL SECURITY NUMBER. 7. If player DOES NOT have a player's pass, and you were not told that a player should be allowed to play without pass, generally he shall not be allowed to play. If the team manager of the player without pass is ADAMANT that he should be allowed to play because of some reason why he does not have the pass, DO NOT ARGUE with him and: a. Notify the opposing team manager b. Apply procedure outlined in item 6 above (ask for ID) c. Make sure you report the situation in your report and the League will investigate. 8. In case of emergency, whereby a team does not have ALL their passes because the manager is not yet at the field, or because he had to go back home to get the passes, ALLOW the game to get started: the passes MUST be presented to you BEFORE the restart of the second half of the game, and checking of the player passes shall be done then. If no passes are available by the restart of the game, the game shall NOT BE CONTINUED. The League will handle. 9. Indicate ALL players that SCORED on the line-up forms. 10. If for any reason the game is not played because only one team is present, DO NOT COLLECT from that team: the League will pay the proper amount directly to you upon notification of the situation. 11. BOTH TEAMS will split the cost of the total Referee and Linesmen fees, unless otherwise indicated. 12. Reports MUST be mailed within 24 hours from the scheduled game EVEN FOR GAMES NOT PLAYED. Please return the LINE-UP copy with your report. 13. Financial claims must be mailed within 24 hours from completion of the game (as per NJSA). 14. Check for proper attire of the player. 15. Report field conditions and markings, nets, corner flags. 16. At least one team official SHOULD submit an OFFICIAL ID CARD (red pass). 17. Report ALL injuries, no matter how small. You don't have to give a diagnosis of the injury, just tell us that there was an injury and who was hurt. 18. Recognize the TEAM CAPTAIN and communicate with him your interpretations ad judgements without hesitation: he is there to help you control his players.
